The developers prefer it, because they are "off the hook". If it doesn't turn out to improve your business, they can always hide behind "...but we made it to your specifications."
In a word, it's simply irresponsible. You need to bring to the table an overview of what you need, but you also need to be asked questions in a non-technical way about your processes.
